No, you cannot specify Effects in CSS in Flex.

I know you can somewhat. The code below works (at least in Flex 3). I just don't know if there is a way to somehow specify params like duration using this method.
Hmm interesting, I seem to have been wrong. My best guess (without opening up Flex and trying it myself) is to define an effect in mxml in your application like this:
<mx:Fade id="fadeIn" alphaTo="1" alphaFrom="0" duration="500" />
Then in your css you can add "addedEffect: fadeIn".
That seems correct. This code shows you can define a Fade object and define properties on it, and then reference it in CSS, but you can't specify effect properties in CSS:
