This too started for me a few days ago across all my applications with no config.xml change at all (I am hard-coded to cli-7.0.1).
Seems like you've covered almost all bases here however, when I upload these via TestFlight I get an email that says;
Your delivery was successful, but you may wish to correct the following issues in your next delivery:
Missing App Store Icon - iOS Apps must include a 1024x1024px App Store Icon in PNG format. Without providing the icon in the Asset Catalog or via iTunes Connect, apps cannot be submitted for App Review or Beta App Review. Refer to https://developer.apple.com/ios/human-interface-guidelines/icons-and-images/app-icon/ for more information.
As this mentions, have you already uploaded this to iTuneConnect under General App Info -> App Store Icon?
If this does not work, I will be in the same boat as you in a few days once our iPhoneX update is ready..
I'm also getting same error when submitting the .ipa with ApplicationLoader. but I already publish app many times before.
Please suggest any solution on that issue.

I also am getting this error message when using the phonegap build service... and my config file does include a valid path to the 1024x1024 app icon. Wasted way way too much time on this issue already.

There is a solution!! Rejoice.
Add the following to your config.xml
<icon src="icon/ios/icon.png" width="1024" height="1024" />
<preference name="phonegap-version" value="cli-7.1.0" />
Also, to add, if you have plugins and if you are giving it specific version, e.g. spec="1.2.1", you want to remove the spec versions as those might be too old and won't wotk with cli-7.1

I am still getting this issue as of today using bravekid2's solution. I have the following in my config file:

<icon src="res/ios/icons/icon.png" height="1024" width="1024" />
Can you advise on what else might be causing this issue?
Does the icon need to be in an iOS platform tag? Does it need to be named iTunesArtwork@2x.png as suggested by ios docs? Any help would be appreciated. Thanks!
What finally got around the issues for me was to use a JPG instead of a PNG for the 1024x1024 image…. No matter what I uploaded I would continue to get the error. Replacing the PNG with a JPG seemed to get around the issue.

Did you put the icon inside an iOS platform tag and what filename did you use for the icon?
