Photoshop 10 is not a current version. My Photoshop CC is currently at version 19.0!
Anyhow, I do not believe that Liquify uses a license on it's own. So I suspect a rights management problem on your computer. May be that the filters directory (C:\Program Files\Adobe\Adobe Photoshop CC 2018\Required\Plug-ins\Filters) is not acce

YEESSS!!!! read-only was selected on the filters folder. de-selected that and now it works! THANK YOU!!
