With Mc Sierra and new PS version:
The tabs work right work space appear more when you have a full screen image and as we approach the pointer to the right edge of the screen.
Very annoying, works perfectly with version prior to the last update!

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
Thanks for your swift answer, turning off the graphic proc solve the issue... but i'm wondering what this could affect the image quality on my display (Mac 27,5" runing Sierra last version) ?
It is no proper solution anyway as it invalidates GPU dependent features (like the Rotate View Tool and some Filter acceleration for example) but it indicates problems with the GPU driver or the OS.
Could you please post screenshots to illustrate the issue?
There are already known issues in Photoshop 19.1.0 with Fullscreen Mode, but I am unsure yours are those.
...+ the picture is not displayed center screen but in a random position..
The link you send me for answer is no more valid !
