You will need to dig into the Graphics and Sprite classes, to see how to draw a shape programatically with lineTo, etc. That lets you draw circles, rectangles, rounded rectangles, polygons, gradient fills, etc.
You might also want to look at something like Degrafa.
I have drawn a shape with graphic class but unable to extract that area of bitmap to apply color transform on it. Have a eg. link there try to erase the logo and see the color transformation of image. Thats what i want. Link:

You should be able to draw a shape and then fill it with your bitmap with beginBitmapFill, then apply the color transform.
It may be you are trying to do something that is not really possible. If you are trying to 'erase' the 'Regional Rehabilitation Hospital' text of the image and it is part of the original bitmap image (which it appears to be because of the zoom), then I am really not sure how that could possibly work. Even in photoshop, this wouldn't really be possible with satisfactory results, since the item is translucent and you would need to fill in the 'erased' portion with something.
Usually you would need an image of the item without the text, and then you could put whatever logo you needed on the front.
