Photoshop 19.10 Cursor Offset And Bad Performance

Hi,

i just updated to the newest Version of Photoshop, glad to see 4K Displays are supported on Windows now. BUT I`m not able to use Photoshop anymore now. My cursor has a giant offset of about 400-500 pixels on my canvas.

Apart from this the performance is so bad, I can't even move my empty canvas.

My system:

32 GB Ram

GTX 1060

2x Intel Xeon E5-2670

How many screens do you use?

Are you using a tablet?

Im using 2 HP Envy 27s Screens.

I restartet, reinstalled Photoshop, deleted all preferences, played around with the scaling setting, which didn't do anything at all. Nothing helped.
