Press the alt-key (and the shift-key if proportions are to be maintained) when transforming or explain in more detail what you mean, maybe post a screenshot or sketch to illustrate.

And Transform by dragging a corner of the image layer.  For an entire document use image size make sure you have constrain and resample checked .
