This latest version of Photoshop seams to be missing some of the editng tools like magic eraser tool.. along with some others.  I noticed that some of the drop downs menues are missing in the tools pannel.. are they removed or moved... is there a tutorial on the on this latest version?

Edit > Toolbar gives you the opportunity to set which tools you would prefer too see in the Tools panel. You can change it at any time.

As Norman said, you can use Edit>Toolbar, or press the three dots at the bottom of the toolbar to bring up the toolbar dialog. You can then reset the default:
