Masked area is smaller than area I've drawn?

I'm trying to use mask paths to create a walk-by transition and have tried manually masking both the clip itself and the adjustment layer and both produce the same result.

I draw round the desired area for each frame, however when I go back to rewatch it, multiple frames are showing less of the content than I selected whilst drawing. Mask expansion is set to 0 for all frames.

Any ideas what I'm doing wrong?

in my case i draw mask on a normal clip. no fx.
