For me it is important to know, with which specific functions of PS or ID a user of that hardware will experience such a slow performance, that nobody wants to use it.
If it can run HS without any complaints, you can also run CC 2018. Best idea is to install and try it out. Nice thing about Creative Cloud is that you can install earlier versions, 2017 or 2015.5
I ask for a good friend and he would be glad, if she does not not has to try it out but just know it before.
