Suddenly the layer moves with the mouth and I don't know what to do

I added a layer to work on it as usual with the copy tool selecting all layers. I must have touched some button somewhere because this time the layer is moving everywhere  with my pen/mouth and I cannot work like that. All the image is moving. I don't know where to correct this problem.

Can someone help me?
