Issues when exporting content with a letterbox

I’ve been having this issue where when I create a letterbox, by creating a crop on an adjustment layer, it exports as a slightly of grey colour instead of true black - even though on the preview window it appeares as true black.

if anyone one could help me solve this issue it would be of great help!

note: I have never had this issue with any previous versions of adobe premiere pro and have used black video or crops perfectly fine.

Your testing methodology is flawed.  You can't properly judge an image on anything but a calibrated display from a hardware player.  That leaves computers, web browsers, and YouTube off the list of acceptable testing methods.
