Hi Phil, which version of LR are you using? Lightroom Classic or Lightroom CC?
I'm using LR Classic.
Since posting that I have been trying things.
I can export from LR to PS as Smart Objects -then open Camera raw
Once loaded, go to Layer - Smart Object -then open camera raw
If it is a Smart Object, I can Shift-Ctrl-A and open Camera Raw but not
If there is another way, I 'd love to hear it.

Lightroom sends a rendered RGB file to Photoshop. The way this works is that Lightroom passes its settings on to ACR, which then opens the file silently into Photoshop. There is no need for the ACR interface to open in this process, and there's no way to make it.
Like any other RGB file, you can later use the ACR filter on it in Photoshop.
Opening into Photoshop as a Smart Object embeds a copy of the raw file in the Photoshop file. This can be reopened and re-edited in ACR.
