If no internet... why can't I open PDFs?

I have a High Sierra Mac and recently I suddenly could not open any PDFs if offline. When online, there is no problem. Perhaps another clue is that when offline, I have extreme difficulty opening Word docs.

Go into Acrobat’a Preference dialog, select the General category and turn off the two “Show online storage...” settings.
