We have several users on a Windows Server 2016 terminal server using Acrobat DC (latest version). When they load a PDF intending to place markup or add to the drawing, Acrobat will redraw the entire PDF from scratch each time a tool is used. In addition, the redrawing process itself is painfully slow. Placing any kind of edit on a PDF can take several minutes.
I think there may be some sort of preview setting, cache setting, or content security setting that may need to be disabled, but I've tried switching several things in Acrobat with no success. I have a standing request from an Adobe support agent to nuke some registry keys and perform a repair on the install, but I wanted to poll the forums first since this seemed like a scripted answer from Adobe.

Are you still facing this issue? If yes, check if an update is available for Acrobat using "Check for updates" option under "Help" menu, reboot the machine after installing update and try again. You may also download updates from here: Adobe software and product updates
Could you let us know the option users are using in Acrobat- Comment/ Edit PDF?
Also, dot version of Acrobat installed on the machine? To check the version: Identify the product and its version for Acrobat and Reader DC
