Text Label Translation

I can select another language for the text labels (i.e. Spanish) click OK and close. When I go back into the Text labels it again defaults to English. Even when I change my computer default language to Spanish I can only publish with English label.
Am I missing a file?
Is it vtextmapping.xml? If it is a missing file how do I get the file?

Presenter's output shows up in the same language as is the OS language.

To check your text labels, in say Spanish, you would have to launch <contentpath>/viewer.swf?externLang=es.

This is just a hacky way to check out whether your changes are correct or not. The audience is supposed to see the output in the comfort of the language of the OS.
