We had a user where InDesign CC 2017 (and 2018) would not load the GUI, but the process was running. Windows 7 or Windows 10, did not matter. After about four hours of troubleshooting (including troubleshooting by Adobe support), I discovered that the user had installed a font with the name of &Matchmaker. After removing the font, InDesign works as expected. I suspect the ampersand prevented the program from running properly.
