Photoshop stuck on upper case fonts . Tried throwing out settings file. Still stuck.

I'm trying to type and can only get upper case. Microsoft Word is happy for me to type normally. But photoshop will only allow upper case. Caps lock on or off - makes no difference. I tried throwing out the settings file. More than once. No change. I'm on Windows 7. This is stopping my project in its tracks.

Choose Window > Character and unhighlight the TT which signifies all caps
