Wacom Intuous eraser issue

Whenever I turn my pen over in Photoshop to erase, even if I'm not actually touching the tablet surface, it is actively "clicking" or recording pressure, as soon as I get close enough to control the mouse. This isn't specific to Ps, it's everywhere with the tablet. I just updated drivers...

Driver version: 6.3.29-3

Windows 10

Any other suggestions?

I realized right after posting (I updated drivers 2 days ago) that yesterday Wacom updated drivers to 6.3.29-4. So installed that driver now. But still issues. While clicking around I found these settings:

By dragging the threshold up, it doesn't click anymore. But this seems like a bad idea?

As an additional follow up. After restarting, the above "solution" doesn't work any longer. There's no threshold that will stop the click.
