Layer not unlocked after save

Hi
My Photoshop is latest update CC 2018 version 19.1.2
after the update i can't unlocked the layer instead unlocked the layer

The picture is PNG file Mode RGB Locked
I try to unlocked by double click and other ways to unlocked layer

after the picture has been saved
then next several time i need to change some picture and it's still locked

Any other way my picture not locked after saving?
i was try the solution from forum and not working

I'm American and my English is not good but a but it is a little better that yours which I have great difficulty trying to read.  However I'm not too bad with pictures could you please post some screen captures showing what is locked the you can not unlock.  Show all of Photoshop UI where we can see all the important Palettes and image window.
