Cart life ignored in settings

Doesn't matter if i set 1 hour or 200 hours, the Cart lifetime is always 24 hours.

Method of testing:

1. Clear all cookies
2. Login to admin and change to 1 hour cart lifetime.
3. Check current inventory (65 pcs).
4. Open new Incognito Window.
5. Add 10 products to cart.
6. Verify that inventory has gone down (55 pcs).
7. Check order status after 2 hours.
8. Inventory still missing (55 pcs).

This is happening on all our E-Commerce sites, so unlikely alone with this issue.

And yes, It has been reported to Adobe but as usual it's getting ignored over and over.
