How do i get photoshop to open my images

I got a new camera, Nikon D3400 and I Have photoshop elements 12. It will not allow me to open my raw images (NEF files) says my camera raw needs to be upgraded to verision 9.7 or higher (currently 8.0) we did all updates for photoshop and downloaded camera raw 10.2 and they still will not open. Below is the error I still get.

Hi,

Most camera manufactures keep tweaking their camera raw format

The Nikon D3400 requires 9.7 version of camera raw at the minimum

Unfortunately, PSE 12 is only compatible up to version 8.5

Your options are either upgrade to PSE 15 or later or to use the free DNG converter

the DNG converter is not working. it goes to load then stops loading and

doesn't do anything
