Photoshop cc 2018 is not functioning normally

after update to the latest version, my photoshop shows me as the picture below after opening it:-

p/s my cursor keep flickering with aero working sign.

when i try to create a new document:-

This is normally an issue with your GPU driver, try updating your GPU driver from the manufactures website
