pixel problems

when I open an image in camera raw everything looks normal and I can zoom in and out without any issues, but when I open the image in photoshop everything becomes pixilated and no matter how far I zoom in or out it stays pixilated, but when I export and save the image to my device everything is normal again and everything looks fine. how do I fix the issue in photoshop?

In Preferences > Performance, make sure that Cachel levels is set to at least 4.

To access preferences, press Ctrl+K (Windows) or Cmd+K (Mac).
