HELP_CONTEXT is 0; what to do

Caveat--this is more of a WinHelp 4 question than a RH question. If the HELP_CONTEXT is set to 0 is there anything I can do (I have access to the .hh file) or does the developer need to assign a number to the control? Thanks,
