As Adobe is stopping with Adobe Muse, is it possible to migrate Muse websites to Adobe XD, the Behance platform or Adobe Spark?

To go a bit farther than simply saying no.
As far as I understand:
XD:
Prototyping. Currently does not output to HTML/CSS, so that wont work.
Behance:
Which once had the now discontinued Behance ProSite. After the Adobe acquisition now there is "Adobe Portfolio" which has integration with Behance and Creative Cloud. Perhaps that would work if you are only wanting to showcase your own work?
Spark:
Being worked on, not yet released, lots of unknowns still. pre-signup ?
So 2 no's and 1 maybe as things currently stand concerning those 3 that you metnioned.

Adobe Portfolio / Behance is not a suitable venue for creating client projects. It's mainly for Adobe product users who wish to display samples of their photos, illustrations, videos and DTP projects online.
Portfolio is an online CMS so there is no access to HTML, CSS or JavaScript files.
1) choose a layout,
2) add a project page,
3) add some text, images, video, etc...
4) hit the Publish button and you're done.
