In after effects a layers "axis" is called the Anchor Point.

You use the Pan Behind Tool to move the Anchor point where you want it to be & then animate the Rotate property.

If you're asking how to rotate all the little boxes around the center point as if it were a 3D rotating chain....?

You can't do that with flat 2D image.
