Odd preset behavior JPG files

I have found an odd behavior with the presets on JPG files.

Do the following.

Create a preset called Zero Saturation for instance.    With a new photo with no settings just create the preset with ONLY the Saturation item checked. not even Process version           ( it can probably be any of the sliders and not only Saturation).

Then do the following on each of the 4 files from import

Select Import step

Reset

Apply Clarity

Apply Dehaze

Select The Apply Clarity step

Apply the Zero Saturatio Preset

This is the history on JPG. This is right after I clicked Zero Saturatio.   NOTHING HAPPENS. Its as if you don't click anything.

It should be noted that if the Saturation slider is NOT ZERO when you click the preset it will work on the JPG so it is not a problem with the preset never working with the JPG.

I realize Saturation is already ZERO but it should execute the preset in the JPG like it does in the RAW

This is the history on a RAW.  As you can see the preset is applied.

This preset was CREATED FROM THE JPG FILE so it should work on the JPG file the same way it does on the RAW
