Alright, so I'm understanding everyone is having the same problem. I've undid the update, entered the command and also done whatever miscellaneous things. If I change it to a single monitor display it works fine but when I move over to dual the pen is all over the place and will not work when a drawing program is open aside from Photoshop.
Is this Windows Update going to fix tablet using problems? It's really frustrating and their seems to be another issue with dual monitors. PLEASE HELP!
Alright... well thanks everyone... The fix for right now to ultimately rid this horrible update for tablet users is to rollback the update and disable Windows 10 Updates if the other options of rewriting code isn't working. Hopefully, the update will fix this nightmare of a problem.
You can rollback your computer by going into Windows Update Settings and uninstalling the most recent update which seems to be the problem.
EDIT: THIS ALSO WORKS!!!!
Run cmd.exe with Win Key + R and copy/paste this line
