I've been having a very annoying issue when resizing floating tabs on Photoshop.
They group themselves to the left bottom corner of Photoshop and they stay anchored there even if I try to zoom in or out.
It looks like a bug. Any solution?

None of those solutions seemed to work. The problem solved itself with the last update from Adobe

Looks like floating Windows. Not editing in tabs. Try using shortcut Ctrl+0 or CMD+0.

Using either both zoom tool and keyboard shortcuts didn't work at all.

Also when open a file it shows it at 1% zoom size

If Zoom us not working correctly for you try resetting your Photoshop's preferences. The shortcust and menu items should work.
Others have reported Open opens documents at 1% zoom. They may have posted a solution do a search.
You can also setup script events using menu File>Scripts>Script Event manager set up a new event handler for Open and new document events that runs an action that does a menu View>Fit on Screen. Its Shortcut Ctrl+0 these menu Items and their shortcuts should work. Again if they do not try resetting you user ID Photoshop's preferences.
