problem with pen tool

I got this same problem with the pen tool and i can't understand why, ive try with cc 2015, 2017 and 2018 its all the same, ive try with different files and its always like that please help, ive try to uninstalled it multiple times but its still like that

Try View > Preview on CPU

Here's a screenshot of the GPU Performance settings: Keyboard shortcut for "Preview on CPU" is "Ctrl+E" or "Cmd+E".
