Waiting for Hours for Photoshop CC to uninstall

I'm trying to uninstall Photoshop CC (2015.5) from Windows 7 32bit.  I've tried starting form Programs and Features, which asks for permission to make changes to the system, and then launches Creative Cloud, and from Creative Cloud directly (which doesn't ask for permission)  Either way, the Creative Cloud Apps tab shows Waiting... next to the app, with no other progress indicator.  This goes on for hours with no sign of progress.  I have about 6 GB free disk on the drive (out of 109 which is why I'm uninstalling).  How do I get it to uninstall?  Thanks.

uninstall everything ps cc using the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

That didn't help.  still just says "Waiting..." when I try to uninstall photoshop from the cc desktop app after reboot.
