Hello,
This is a problem that I have trouble solving in photoshop.
On Photoshop CC 2018, when I change the brush with preset tools my stylus react like a mouse wheel.
I tried with various versions and the problem doesn't appear on photoshop CC2017.
I am using a cintiq HD 24 on a Windows 10 computer (Intel Corei7/Nvidia GTX960).

Do you mean that the stylus is moving the canvas? If so, then it is a common problem caused by a Windows 10 update, and there are a lot of threads about it if you have a look round the forum.
I am not sure, because I have not seen the feedback, but if you are using Windows Ink, you might might be able to fix it by moving to the WinTab API. If you turn off Windows Ink in the Wacom Properties and the issue goes away, then you'll have lost pressure sensitivity.
