AIR apps don't use .ico files...that's a Windows thing. Being cross-platform, AIR apps use PNGs, which get transformed into the platform-specific icon format upon installation.
but how would i make it so the xml page is like with the mxml because im using mxml
All AIR apps need an application descriptor file, separate from the MXML. If you created your project in Flex Builder, it was created for you automatically, called SOMETHING-app.xml, where SOMETHING is a derivative of your application's name. If you're creating the application by hand, using the free SDK, you have to create this file yourself, and pass it to the compiler to get it to affect your built application.
