Bonjour,
Hi ujudzign,
This problem has affected many Premiere Pro users too.
For most of the people, it started after the latest Windows update. Do you recall updating Windows?
For now, try this:
Go to File > Project Settings > Video Rendering and Effects and switch to Mercury Software Only.
Let us know if that helps.

Update your system's graphics driver and check the relevant hardware acceleration settings in the programs.

Issues such as this usually occur on systems with less-than-stellar GPUs. Set your comp's resolution to 1/2 and 1/3 to see if they solve the issue. Relatedly, do not set the Comp's Magnification level to anything other than 50% and 100% if AE's interface displays screen drawing issues, such as this.

I suggest you double-check that your GPU drivers are updated. If the problem persists, then you may have to revert to the older GPU driver you were using prior to the Win10 update - once in a while a system update or GPU update may create conflicts or create issues such as the one you are facing right now.
