It could be that a ripple effect was used in Photoshop on an image in various degrees, and the resulting frames were brought into Flash. There is no actionscript or code used to create this look. -

It's call caustic lights.
We do it in variety of ways, mostly using After Effects.
You could try free tool call "Caustics Generator"
http://www.lysator.liu.se/~kand/caustics/
Than using filters in Flash you can adjust the color to suit your image.
