Sorry for the trouble. Import the exported file back into Premiere Pro & check if the issue persists.

Export quality is determined by export settings.
Having said that, it also must be said that the only correct way to evaluate an export is on a calibrated TV. You can't use your computer for this.
Ive tried all of that
. Last year this issue was like a huge bug with CC. Did you guys fix it? I believe the bug happened withh 8 bit footage
What is the bitrate of your source video?
