after effect cc18 - quicktime option

i am using the last version cc 18 (15.1.1)

>output module>Format options> quicktime option > basic video settings quality - is grey and can not be change

for all video codec.

Does anyone know the answer to this?

Animation is a lossless codec. The quality slider is greyed out because it wouldn't do anything with the chosen codec.

If you need access to all the old Quicktime codecs -- and a WHOLE LOT of people still do -- you need to download and use CC 2017.

You can have both the 2017 and 2018 versions on your machine... but considering how bug-laden AE CC 2018 is, I don't know why you'd want to have it.
