Creative Cloud installed but won't show nor start.

Hi there, I recently tried to install After Effects but never had enough space in my C drive, so I tried changing the location to my 2TB E drive but CC still insisted on using my C directory, despite me changing it. So I tried moving the Adobe folder to the E drive, which never worked and as a result CC wouldnt start as it couldnt detect the right folder. So I uninstalled it and tried reinstalling it. The install seemingly completed and I got the message saying "Creative Cloud will start in a moment", but it didnt start and hasn't started. Despite installing, the app won't show anywhere on my PC in any form other than the actually installer guide, which says that CC is already installed when I open it.

I've no idea what to do next, any help appreciated.

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)

open the cc app, choose the 3 dots in the upper right corner and then choose Preferences.  in the preferences panel select Creative Cloud and then look for the Install Location drop down and change the install location to a local (non-network/non-external) drive

use the desktop app to install your cc programs/trials

Maybe it's not the right thread but similar. I did all the above, but as soon as I restart my computer neither Creative Cloud nor CC apps would open. I can provide the logs after Adobe Creative Cloud Cleaner Tool

I uninstall everything, run the cc cleaner tool, restart the computer and reinstall CC again - so far so good. After that second install (CC is installed local), I restart the computer again and then the app won't start. I tested the second restart because I had installed InDesing without starting the trial period. I decided to do that today and it wouldn't start. Saw this thread, did the steps, but it didn't fix the issue.

Nevermind, it seems like it was a Windows OS issue. Other programs wouldn't open and only System reset fixed it. Thanks anyway.
