If this thread is still alive, I have the same issue - although sometimes the Japanese dots do print. I cannot see a difference as they will print on one or two pages and not on several others.

If it prints fine then move the pages to the new document.

no solution, just another thread on the same issue from 2012 with InDesignSecrets:

Perhaps a workaround:
Do your own stroke style with dots.
