Can AIR lock out other applications and devices?

Is it possible to build an AIR application that could effectively take control of the computer and not allow some applications and devices to work? For example, would it be possible to disable screen capture programs, disable saving to local drives, capture certain keypresses, disable printing, and disable copying to the clipboard? Would it be possible to add a custom component to decrypt content on the fly and display it while keeping it encrypted when stored in external files, preventing content from opening outside the application?

I am investigating technologies that can provide high security for the content being displayed. This application would run on hundreds of thousands of school computers--Windows, Mac, and Linux--around the U.S. and abroad. If possible to provide the described security, this could be the most widespread use of AIR by far!

Discussion and replies are greatly appreciated.
