Have a look at the Essential Sound / Music / Ducking
You can automate this with the most recent versions of Premiere:
Go to window/essential sound. select the narration track and click the vocals button.
Then select the music and click the music button.
In the panel click on audio ducking and click the generate key frames button.
That should do it.
