    Exporting HTML to fit movie or using a %

      What is the benefit of exporting html based on 100% for W and H so if
      someone resizes the browser, the SWF scales with it?

      Is this just a design decision, or are there other benefits?

          That's depends. Sometimes we lock some content while allow other to scale.

          Usually the design decision, matter of concept only...

            You typically use 100% width/height for fluid interfaces that you tell how to scale as the windows dimensions change, to get the best effect of the varying display sizes and dimensions. You can also use this to create a easy full-screen display with an integrated background (no need to know CSS and deal with image positioning, etc).
