Preview with Annoying Noise

I recently installed Adobe Premiere Pro on my new laptop (Dell XPS 13 9360), and experiencing this weird noise.

I reinstalled PP, reinstalled driver, even reinstalled Windows and still did not figure out the solution.

Anyone experienced same issue? If so, how did you solve it?
