I opened up lightroom cc on my laptop and it showed that the application was empty and asked me to import photos, although last time I used it I had about 1000 photos in my library. I looked online, and most things said to go to file, and find your catalog but the only options when I press file in this version of lightroom are "add photos" "search my photos" "import profiles and prests" and "migrate lightroom catalog"
I have no clue how to find my old catalog and somehow link that to this version of lightroom, please help someone.

Are you are using the Cloud Based Lightroom CC?
If so and you cannot see any photos, you might want to try quitting and logging out of the Adobe Creative Cloud app and back in again.
Sometimes works when I cannot see any photos.

For me it's the same. I have all my (38,500) photos in the cloud. Lightroom CC says everything is synced and backed up. But I also work with Lightroom Classic. My hard drive is getting tight. That's why I really want to delete the catalog synchronized with LR CC. Then I would like to clean up and reconstruct the LR Classic catalog from the cloud. How does it work?

Your version of Lightroom does not have a local catalog. Everything is in the cloud, with a local cache to speed things up, but that can never be the problem. It looks like you may simply have to sign in (Preference - Account).
