With what tools can I make the same video overlay with running tabs. I asked the creator of the video, he said that he did everything manually in adobe premiere pro. Im very newbie so can you suggest me what I need to learn or watch to understand how can I do it. Thank you!
That looks like an opacity adjustment on the "moving box" and keyframing its size and position (or keyframing the crop effect), as well as cutting and placing clips on the timeline.
