FM {still} doesn't seem to have a Paragraph or Character attribute for initial caps / leading caps.

This is a bit of a curious situation, because it does have an attribute for Small Caps, and it also has a keyboard short cut for make-current-word-init-cap (Ctrl+Alt+c). That shortcut, however, actually changes the codepoint of the leading character, so is not applying an attribute (and doesn't at first glance appear to be anything that could be batched via Find/Change). I suspect it could be scripted.

Not at the para tag level, but Fm has the option of setting the initial letter to cap in the Text Formatting toolbar (the Ab option below). It may not be exactly what you need, but if you're looking for a Camel Case-type function, it should speed the process.
