If you are on the overview page. Though, when you search for a topic that already exists (what you should do before you start a new topic), the start a new discussion button is not even on the page. Second, even on the overview page, you have to scroll all the way down. So, you basically have to know to which page you have to navigate in order to find the button. If you a frequent user, you might be used to that, but someone who is using the forum only from time to time, that is not obvious.
The reason is most all problem topics have been covered m,any times. So Adobe would like you to search, find and review solutions to your specific problem before you post a new question that has already been answered.
That is why the start a new discussion is at the bottom.
