How can one change the dimensions of a video?

IveI seen many tutorials demonstrating how to change the overall size of a video (scale), but none that show how to crop the width or height. Say for example, I want to make a video look as if it was recorded with a phone in portrait mode. What's the best way to go about this?

Go to the Effects Panel > Video Effects > Transform > Crop and apply the Crop effect to the clip on the timeline.

Then, with the clip selected on the timeline, go the Effect Controls Panel and adjust the Right and Left side crops.
