"... not ehough memory (RAM)"

Question:  I too have the "... there is not enough memory (RAM)" error along with “Could not complete your request because the active layer is empty”.

I see the workarounds with OverridePhysicalMemoryMb, but every one refers to Photoshop CC and I have PSE 2018.  I also see that the workarounds don’t all use Hex or Dec and also enter numeric different values.

What should I do?  Any advice would be greatly appreciated.  I’m afraid to follow instructions for CC since that is not what I have.  And what value should be used for Hex or Dec?  Thanks very much.
